Practicing professional Engineer since 1962. Member of the Think Tank Committee of Pakistan Engineering Council. Have been a member of Panel of Experts of PEC, Consultant Team Leader for World Bank. As Member (Water) WAPDA was involved in the planning, design and implementation of major projects under Vision 2025 Program comprising Basha Diamer Dam, Greater Thal Canal, Kachhi Canal, Rainee Canal, Mangla Dam Raising, Hydropower Projects and various other small and medium Dams. Also executed National Drainage Program, Khanpur Dam and Lower Rechna Project as Project Manager. As a Team Leader, prepared Drainage Master Plan for Pakistan. As a World Bank Consultant/Team Leader prepared ground water management strategy for Punjab.

ENGR. MUHAMMAD ZAFAR

He served NTDC for over 36 years and retired as General Manager. In 1982 he joined WAPDA as Assistant Director (Inspection). He executed his obligations for almost 12 years as SDO (GSC) South, (WAPDA) Hyderabad. He served for 4 years as Executive Engineer (EHV) Construction Division Lahore and for 1 year in S & I as well. For two (02) years of deputation at NPCC (Saudia Arabia) as Senior Engineer, performed his obligation against construction of 380kV Transmission Line from Makkah to Taif and 380kV In & Out arrangement at Khulais Substation. Six years’ experience as Executive Engineer GC Division Lahore for construction of 66kV to 132kV Transmission Line and Grid Station Projects in Lahore region. Three years of experience as Project Director EHV-II NTDC Multan for management and construction of 220kV to 500kV Transmission Line and Grid Station Projects in Multan and Southern region. Three years’ experience as Chief Engineer EHV-II NTDC Hyderabad for management and construction of 220kV to 500kV Transmission Line and Grid Station Projects across the country.

ENGR. MUMTAZ AKHTAR
General Manager (Water & Coordination)

Mr. Mumtaz Akhtar got his early education from Military College, Jhelum a leading cadet college in Pakistan.  He graduated in Civil Engineering from University of Engineering and Technology, Lahore in 1966 and joined Water and Power Development Authority (WAPDA) as Sub-Divisional Officer.  He proceeded for higher studies to USA where he accomplished his post graduate studies in Purdue University in the field of Construction Management in 1988.  Mr. Mumtaz continued to serve in WAPDA on various important civil engineering Projects till his voluntary retirement in 1999.

Mr. Mumtaz became a founder member of BARQAAB in the year 2000 as General Manager (Water & Coordination) responsible for Water Resources Development Projects, Coordination, Administration and Business Development since then.  He has been a primary team member in raising the status of BARQAAB as one of the top leading firms of Pakistan in Water Resources Development Sector.
